2031. Russia's population is aging, Siberia is turning into a deserted desert, and a wave of riots organized by migrants and religious extremists sweeps across the country. The frightened authorities decide to take extreme measures to save the Russian, Ukrainian and Belarusian peoples. A total ban on abortion leads to a threefold increase in the birth rate. Boy Scout camps are opening all over the country - special institutions for educating millions of children and adolescents from two years to eighteen, where orphans are brought, as well as children whose parents cannot feed. The state actively trains soldiers, peasants and workers from Boy Scouts. However, there are exceptions to this rule. The main character grows up in the best boy scout camp in the country called “Romashka”, where gifted children are raised. This camp prepares the future intellectual, scientific and sports elite of Russia. The harsh atmosphere of the camp, where children are forced to work from the age of ten and are subjected to mental and medical abuse, eventually pushes the older Boy Scouts to resist. Embittered, they are ready to gain freedom by monstrous means, but the authorities are using no less monstrous methods to pacify them...
